He served as Senior Advisor to the Under Secretary for International Security Affairs in the U.S. Department of State, as Counselor of the U.S. Arms Control and Disarmament Agency, and as Director of Legislative Affairs at the White House National Security Council. He was an intelligence officer in the U.S. Navy Reserve for nine years.
